Sir Henry Blake's Despatch No. 453, dated the 25th September, 1903, submitted for your approval a scheme (illustrated by two plans 'A' & 'B') for the improvement of thoroughfares in Kowloon and asked for covering sanction to a payment of $2,500 for a portion of a lot (No.1087) that had been resumed and for your sanction to a further expenditure of $20,160 for the resumption of certain other lots (Nos.1012, 1013, 1014 and 1015). The letter from the Director of Public Works explaining the scheme anticipated that in most cases where the roads interfered with private property it would be possible to arrange with the owners for a readjustment of their lots without any expense being involved.
